On grounds of general policy it is most necessary that there should be no delay in handover date due to failure to make necessary preparations within competence of War Office and Military Authorities concerned.

Final date of handover is of course for you to determine and must be subject to preparedness of Colonial Office to assume responsibility.

In the case of both Burma and Malaya SACSEA has found it necessary to set up handover committees. You may wish to profit by experience gained
